Roulette 00 is one pocket with two characters, not two pockets
On a standard double-zero American roulette layout, 00 names one pocket. Together, the separate 0 and 00 pockets add two outcomes to the numbers 1 through 36, making 38 pockets.
Counting the printed zero characters would produce the wrong total. Pocket labels identify outcomes; their length does not tell you how many outcomes they represent.
